One of three credit rating agencies, Moody's Ratings, on Wednesday downgraded the state's bond rating from AAA to Aa1, which could result in higher interest costs on the money the state borrows to fund essential services and infrastructure, including new schools, roads, bridges, ambulances and public safety equipment.
